Hey, is there an app that can check the overrall bitrate on a dvd ?

There is a program called Bitrate Viewer. But I believe it is shareware.
Also, if you open the dvd in DVD Rebuilder (free or Pro) and run only the Prepare stage (3 click mode) it will report the min/avg/max bitrate for the DVD.

If you're looking for the average bitrate of just the video, it's dead easy if you've got the M2V file on your hard disk. Follow my lead...
Right-click > Properties. Look for the file size in bytes. Open Calculator, and enter that number in Calculator, multiply it by 8. (This incidentally is the number of bits of the video.) Store this if you're unlikely to remember it. To find the length of the video, either look on the back of the DVD, estimate the minutes, multiply by 60 to get the seconds, or if you know the exact length, use this instead. Divide the number you stored earlier by the length of the movie in seconds, and you have the bits/second of the movie. Multiply this number by 1000 to get Kbits/sec, and 1000 again to get Mbits/sec.
