If so, could you try the following: go to the QoS tab, enable QoS set the bandwidth to the bandwidth of your internet uplink, save the config, and try downloading anything. If your downlink speed is limited to the uplink speed, open a case with Linksys, and deactivate QoS again (that's assuming you don't need it). Unfortunately not all their sources are open and the setup.cgi script that configures the linux software on the router isn't available in source so I can't see what exactly they're doing wrong.
I've been sitting on this for a month, Linksys isn't moving an inch even though I have two cases open now. The more cases they get the harder it gets to ignore.
