I am wondering what do I set the the VBR Bias and Qual Prec too in the Settings/CCE/Advanced Expert Settings. Please note that I want to set the values to give me the best possible quality.

Well best is too subjective and is dependent on you and not who you ask (what I like and think is good might not be good for you)
The default settings in DVD-RB are fine for most disc and will give you great backups. Maybe thats why they are the DEFAULTS. ;)

I didn't see the need to add a new thread and seeing as I haven't backed up a disc in awhile and I'm not quite sure which range of matrices I should use on a disc in which DVD-RB reports the following... ;)
- Reduction Level for DVD-5: 68.7%
- Overall Bitrate : 5,038/4,030Kbs
- Space for Video : 3,916,344KB
- HIGH/LOW/TYPICAL Bitrates: 4,442/1,571/4,030 Kbs
