I use Gnot to rip and encode my video. I have a video from a show about 23 minutes, res is 512x384 what would be an ideal setting or bittrate to get a least high quality with a file size around 200MB's if it is possible

you know the length and desired file size, just use the bitrate calculator. if you're asking for opinions, we don't know what type of material you're dealing with, but generally say 1200kbps+

Enter this into google:
200MB / 23 minutes in kbps
And subtract bitrate for audio.

the source is sat box composite connection, capture res is 720x480 29fps. progressive source and caputured in MPG2 format

Enc can tell you, we can't. The content of the video matters too much. See the xvid presets thread for details on how to pick a bitrate.
