is it possible to change the aspect ratio of mpeg video stream without recompressing?

You can specifiy different mpeg-2 elementary stream properties including AR with the program ReStream.

There's also an application called DVDPatcher (v1.06). Which allows you to alter the aspect ratio signalling of MPEG-2 streams still within the .VOB or .MPG containers - ie: you don't have to de-mux the MPEG-2 stream to an "elementary" stream...
