29.97 --> 23.976

There is dvd that DVD2AVI sees as pure NTSC Interlaced. No any interlace artefacts on frames so it sems no need for deintelace. I just want to make 23.976 frame avi - matter of file size. But Vdub, GKnot's IVTC or just
Telecide()
Decimate(5)
gives some kinda awfull motion instead smooth motion. Like removing every 5th frame is bad idea. Tell me please how can i do 23.976 avi with keeped smooth motion. Thank you.

Hmm... very bad idea! I actually don't like the idea at all. IVTC is ment to recover the original 24fps from a telecined 30fps source, not to reduce the framerate of a genuine 30fps source.
There is no way it would look as smooth as the original source.

You better just decimate by 2 to get 15fps (well, 14.xxx). This will cut bitrate consumption approx. by 2 and make pans look more "natural" (no camera jumps). It will be as if the video was originally shot with a 15fps camera ;)
This is actually a widely spread webcam framerate ;)

DVD2AVI just inspects the mpeg2 flags, it does not analyze the video stream.

You can either use a tool like AutoGK that analyzes the video mathematically, or you can look at individual frames yourself. For the latter, see the procedures in www.doom9.org/ivtc-tut.htm for recommendations. The software described in that tutorial is, in general, out of date, but the discussion of frame analysis is worthwhile.
