I keep gettin this error when i try to encode

It means you have selected the wrong type of CCE SP under the SETTINGS/CCE SETTINGS.
There is also a badly cracked version of CCE SP floating around that incorrectly changes the header of the ECL files. I will not comment on that one.

I got one more problem if you can help.
I need to know how to set the min bitrate for the dvd
i cant seem to figure it out.

Add "min_bitrate=" to the "[Options]" area of REBUILDER.INI. But before doing so make sure you know what you are doing. Increasing the minimum will steal bits from complex scenes and usually result in poorer quality. The default value is 300. I wouldn't recommend going any lower than 100 or higher than 500 or so...

but most dvds you see are all over a
min bitrate off 3000.

min_bitrate is in bps. 300 is the recommended and default minimum. Setting 3000 means 3Mbps. You want to set that high?

min bitrate off 3000.I've never seen a disc with a minimum bitrate of 3000. I think you may have a misunderstanding as to what min_bitrate really is.
In VBR it is always best to let the encoder decide what bitrate is best. By setting a high minimum you are crippling the encoder and forcing it to use more bits than it needs in low-demand areas -- and the low-demand picture doesn't improve. As a result, though, there will be less space for high-demand areas and usually macroblocking and pixelation.

You can set it to anything you want. But I can assure you that you will get a terrible picture if you set it to 3000Kbs -- but, please don't blame DVD-RB for a self-inflicted injury.
I'd suggest you research how VBR encoding works before changing it...

I'm not sure you quite understand the issue: it's not a minimum average bitrate, but just a minimum bitrate. The 3000 Kbps. you're referring to is most likely the overall average bitrate of your project. In that case 3000 Kbps. makes sense.
