Can Any One Tell Me Why?... Sometimes When I Burn A Dvd It Goes Through The Process And Tells Me It Has Sucessfully Burned My Dvd And It Has, Yet Some Disc's Will Skip And I Have Noticed Those Disc's Actually Show A Spot On The Prism That Looks Like Spilled Ink Or They Have A Blue Ring As If They Were Recorded On A Dvd Recorder. I Use Tdk 16x Dvd's.
Could It Be The Dvd Shrink Software Or My Burner?

Your post is also difficult to read with the first letter of each word capitalized.

Regarding your problem, make sure you're not burning at a speed of more than half the rating of the drive or media, whichever is lower.

I use TDK 16x +Rs almost exclusively, as Costco is almost the only place I can get decently priced media, because of where I live.

I've seen the same thing as you a few times, and it's bad media. I've seen the ring, and I've seen the skipping. Sometimes, when I get one like that, the rest of the batch can be bad as well. I'd suggest, if you're in a place where you have a choice of decently priced madia, that you try some Taiyo Yudens or similar quality media. This site will help you to find good media and tell a good burn from bad:
