MPEG1 39kbs DataRate- Recreate in Cleaner 6?

The jist of my problem:
Two computers, 1old with old software, 1new with new software. I can't recreate the compression settings from the old machine, on my new one.


For some reason the recipient of these encodings want crappy quality old codec MPEGs.
The guy who originally setup set this up has the Cleaner5 settings on the old machine at:
MPEG1 320x240
DisplayRatio: 1.0
Deinterlace: Auto
Adaptive noise reduction: moderate
29.97
VidDataRate: 39.1 kbs <----wth
VidBufferVerifier: 20
GroupPictures: 15frames
P-frame distance: 3 (IBBP)
Audio: MPEG2 layer2, 32khz, 12kbs

The videos run around 1.5minutes, and come out at 6mb~, and look insanely crappy. (...but thats what they want apparently...)


It takes around 1.5hrs to encode this (once from a 3gig file to 40mb mov, then again from the 40mb move to the 6mb mpeg).
I obviously rather do this on my machine, as it would take about 2-5minutes.

But I'm using Cleaner 6.
And cleaner 6 wont let me set MPEG1 video bitrate below 128, and audio rates below 64 kbps.


Any ideas why?

if there's a "constant quality" or constant quantiser setting, set it to the lowest quality (highest quantiser) that you can. it'll probably come out a bit higher though if block-skipping isn't used.

there are other (far better) encoders if you can use them - try the free ones :)
