hey i was wondering what program i would need to add a custom audio commentary to a movie?

Take any sound editor that can record sound and plug a microphone in. There is a small recorder in windows too !
Then take your original sound and your commentary into a multitrack audio mixer (or do a mix paste un audacity...) ... You can also do the mix in your NLE (video editor) and export sound (remember to generat 16bit stereo 48000 Hz sound).
