VCD is an MPEG-1 encoded with specific settings.
DVD is an MPEG-2 encoded with specific settings.
The settings are chosen in order to have a standard which hardware players can play back. It would be very difficult for a hardware device to play a regular mpeg stream at some arbitrary resolution, framerate, and bitrate, so a much more limited standard is developed for hardware devices.
