Any answer to why video doesn't play on preview and new editor?

I know this bug has been around a while but so far I have never solved it. I know it doesn't affect every system, but was there any definative way to get these features running other than a fresh XP install? All I get is a black box where the preview video should be.

In fact I think it was only reported twice after the initial bugfix and I believe they were both corrected. I think in those instances it was caused by some conflicting software that was installed (maybe a codec issue...).
