If you have a lot of tapes and not so much time : buy a capture card that captures directly in MPEG2 (Hauppauge boards PVR-250 is one of those), then use some editing program that doesn't force you to re-encode. Author and burn.

If you have lots of time on your hands, the capture guide is what you should read. It contains everything you need to know about the process.

EDIT: yes, scharfi's way is also a good one if you don't want to spend much time.

besure to buy a tvcard that has S-video/Compesite/coax input and has a good noise reduction filters
i recomend a card based on ati's theater 550/650 pro chipsets

This means a standalone DVD recorder, that hooks up directly to your television and/or VCR, that allows you to make/record/burn a DVD directly from your television and/or VCR by simply pressing a button...

I have a Sony PC105 handycam, it has a video in/out.
I can connect the camera via the scart and could easely stream the video from the VCR through firewire, capturing it on the PC.
Even without recording it on DV tape.
Could be an idea if you have a camera with video in/out.
