I captured a video that dropped less than 1% of the frames.
Around the two minute mark it slips out of sync.
Is it possible to correct a sync issue like this?
The only thing I know how to do is give audio a delay that delays the ENTIRE track.

It depends on how much edition uīre willing to do with your audio track.

How much "edition"? What does that mean?
And when the audio does go OOS, from what I can tell at least, it remains constant at say -400ms.

I u want a hyper-easy 3-step all-in-one app, that can demux the audio, set specific custom delay parameters, and rejoin the stream back into a "repaired" video, then I donīt know any.
But if uīre willing to demux the audio, load it into a pro/semi-pro audio app, and adjust it at will, then u can use Audition, Soundforge or Audacity. This means transcoding to WAV wich, depending on the source format, could be done on the fly or u might need some diskspace to allocate the intermediate temp WAVs, wich can also be time consuming.
So u see, it depends on how much patience u have.

My advice: If you drop even 1 frame, recapture.
