Is there DV codec for video smaller than 720x480?

I tried the canopus dv codec but it does work with resolution lower than 720x480. For example, 640x480, 704x396....

Is there DV codec that work with arbitrary resolution or resolution lower than 720x480 ?

No. DV is defined as 720x480 for NTSC, and 720x576 for PAL. It's not DV otherwise.

You may also want to look into something called "Pixel Aspect Ratio"

Also, consider using MJPEG if you need an all-keyframe encoding.
