How do I make a DVD that I bought that was actually on a laserdic but now it's on DVD a 1.66:1 Aspect ratio enhanced?

the DVD is widescreen but not enhanced. any suggestions?

Does this mean that you purchased a copy of a laserdisc movie which has been burned on a DVD-ROM?

Crop off the horizontal black bars and add vertical ones. For a PAL disc this would mean:

Crop(0,57,-0,-57)
LanczosResize(956,576)
AddBorders(34,0,34,0)
