For video as low quality (in the detail/colordepth sense) Multiswar v2 would only make the flaws more obvious, multiswar v1 with smoothing enabled would do reasonably well on it though. That said your best bet on something like that is to use a soft resizer like eedi2 or soft bicubic, then use some mild awarpsharp and xsharpen, this will keep the lack of detail non-obvious, while still giving you well defined and alias free lines.
