One stupid ? about CC

Here in Europe we have problems when TV episode DVD R 1box comes out with only english CC.99 % of stand alone DVD players can't handle them so here's my question:could CC be extracted and added to substreeme and the menu should be fixed too,or for example I don't need spanish subs,they could be replaced with english CC ( extracted ).Does such programes already exist and please give me link to instruction page if thay do and where to get them.

But it's far from easy... Closed Captions are not subpictures as subtitles are, so you have to extract them, convert them, and make "pictures" of them.
