Is it supposed to say in the dvd2svcd log that forced film was enabled if it was? or will it not say what its using.

first Forced Film is only used on NTSC movies and not PAL. If it's PAL it will say nothing.

It will usually say FF activated or NOT activated in the log file.

Here is an example from my last encode V1.05.1:

Executing DVD2AVI.
Executing DVD2AVI. Commandline:
"C:\Program Files\DVD2SVCD\DVD2AVI\DVD2AVI.exe" -IA=1 -CS=2 -EXIT -OF=[F:\DVD2AVI_Project_file] -IF=[E:\VTS_09_1.vob,E:\VTS_09_2.vob,E:\VTS_09_3.vob,E:\VTS_09_4.vob]
Analyzing DVD2AVI Project file
Force Film activated!
Framerate: 23976
DVD2AVI processing done.

well thats what i thought! then the question is...why didnt dvd2svcd enable it when i had it set to auto for a film dvd?

DVD2AVI detects if it can use forced film or not.
If it detects the video as FILM 95% or higher FF will be used.
If it detects the video as FILM below this FF is not used and IVTC is used instead.
If it detects the video as NTSC it will not use FF and IVTC is not used.
