Are the features range reduction and multiresolution active in VC1 'Main Profile'? In the streams provided by both SMPTE and MS, even if the sequence layer information is enabled( rangered flag =1 and multires flag = 1), the picture level flag is disabled. ie. the decoder doesn't go into the routines for finding out reduced resolution and reduced range. Is this because the feature has been removed from MP and is now only present in Advanced profile? Or is it that there are no streams available which show the implementation of these features? If only the sequence layer information ispresent and the picture layer flag is always disabled, then what is the use of such a thing?

To the best of my knowledge, range reduction and coded resolution are available only in Microsoft's Advanced Profile encoder implementation. The actual VC-1 spec might be different though - I haven't checked it.
