I would download the latest Muxman from a well known source such as mpucoder.com or doom9.org
Muxman does not send reports to Microsoft, nor does it use any dll's other than common controls, so it's unlikely that a library it uses sends reports to Microsoft unless seriously damaged.
You might try running a virus scan as well.

AFAIK XP is solely responsible for that annoying message, so if a 'valid' copy of MuxMan crashes then it should pop up.

... to create a dummy DVD ??? ...
Could you detail a little bit more what are the steps (and the assets) in your set up ?

when you use dvd remake in order to edit the menu background you need to export the background image...then edit it with any picture editing software...and then you have to convert it back to a usable menu using muxman...at least thats wat i think happens.

I guess Peerie is referring to this guide: http://www.dimadsoft.com/dvdremakepro/ht_customize_menu_background.php
which uses Muxman to encode bitmap: http://www.dimadsoft.com/dvdremakepro/ht_author_dvd_vob.php
