how do i put a mepg on a dvd

i have downloaded some movies from the internet. they are not movies like in the theaters it is like home movies and they or in the forum of mpeg or avi video. the only programs i have is dvd shrink,dvd decrypter, and nero. i cant get any of these to help put them on dvd. cant you tell me what program i need and how to use it. i am not real keen on friggering things out without a lot of help.any help would really be appreciated very much.if i have to change the format from mpeg or avi to another format please explane how i do this in detail.
