MPEG4 hardware encoder/decoders?

Don't know wher to post this, i hope I'm not spamming here.

I've tried to search this forum and found nothing about hardware, rack-mountable MPEG4 encoder/decoder appliances for corporate use. I need "something" with composite PAL video input and ethernet port on on side, and it's pair with the composite output/RJ45. I plan to use this to stream video point-to-point over corporate IP network.

Is somebody using something like this? Is somebody seen anything simmilar in action? Any sugestions/links?

i don't know any pure hardware decoders/encoders but i belive the at x1xxx series graphic cards all support hardware acceleration for h264 encoding and decoding

Harmonic & Optibase have MPEG2/4 encoders and only MPEG2 decoders (no MPEG4), but Tandberg & Modulusvideo have just what I need. Do you use any of these, expirience?
