I've had this problem a couple of times : DVD-RB doesn't show all the VTS's in the Video Title Sets window.
For example, I'm currently processing The Kid of the Chaplin Collection. VTS_01 is quite large, 2 188 682 sectors, but it doesn't show up in the window at all. I only see VTS's 2, 3, 5 and 7 - even if I set DVD-RB to show all VTS's regardless of the size.
Any ideas? Or if you need any files, just let me know. The discs that have had the problem have all been decrypted with DVD Decrypter.

is it referenced?
what is your min vts line in your .ini

I've not set any specific values in the ini file. However, a VTS that big should show up in the list.
How can I check whether it's referenced or not?

There must be an entry like
vts_min_size=0
in your RB.ini under options, otherwise you won't see smaller VTS.
But I agree with However, a VTS that big should show up in the list.

It won't show in the window unless there is Audio... maybe that's it.

isnt that out of spec? or are titles allowed not to have audio

The original DVD-Video spec required either MPEG audio or PCM on 625/50 (PAL) discs. There was a brief scuffle led by Philips when early discs came out with only two-channel MPEG and multichannel Dolby Digital, but the DVD Forum clarified in May of 1997 that only stereo MPEG audio was mandatory for 625/50 discs. In December 1997 the lack of MPEG-2 encoders (and decoders) was a big enough problem that the spec was revised to allow Dolby Digital audio tracks to be used on 625/50 discs without MPEG audio tracks.
Looks like it's out of spec, but it depends how you understand that paragraph. To me it says that an audio track must be present.
I wouldn't be surprised at all that a disc from the Chaplin Collection is badly mastered, they are full of nasty surprises. I opened the disc in question in PGCEdit and got quite a bit of errors.

well i know its required to have at least 1 track, but i am not sure if this is true on a per vts basis

You need to have only one audio (AC3) in the entire DVD for it to be compliant, it could be even in the menu's.
