Hi I was wondering if it were possible To make Pure NTSC Videos
into 23.976 fps video via Screen Capture Without making the picture jerky. the reason i'm asking this question is because you
can flim video at varouis frame rates(i think 15 fps being the lowest possible) without making the video jerky

"Screen Capture"? I assume you mean FRAPS or a similar sort of tool, while a video player is running on your PC.

what resolution do you plan to use for the final video?
is there any reason why you need 23.976fps instead of 29.97?
either way, I think it would be best to capture at 29.97fps, then drop it down to 23.976 either by frame decimation (just plain dropping frames), or field decimation (either by using inverse telecine {interesting results with that}, or by splitting fields and decimating fields {60fps->24fps should look a bit smoother, the sangnom filter for avisynth might be handy for this, this is the method I would use})
