which software is better to encoder mpeg2

I want to encoder vob to mpeg2 over TS.
I tried Tmpgenc which is not available for TS ,and procoder ,better,but sometimes output files can not playback in STB
So,anybody can provide other useful softwares

ProjectX can take .vob's and mux them into .ts files.

The ones I know work are the Womble products, as I have to create TS streams at work. The least expensive one is less than $100.

Another option, although I've never tried it, are these Japanese programs (at least they're free).
