Hi, I am developing a piece of software similar to PspWare (http://www.nullriver.com/index/products/pspware.win). this product uses ffmpeg.exe to convert to mp4 before downloading it to the psp. I was wondering if there was something similar for a C# developer?

MeGUI can certainly convert files to mp4. At the moment, though, you'll have to configure it yourself to get PSP-compatible files. Also, I think the files have to be run through atomchanger before they get put on the psp.

You can get custom profiles here that even do ones for PSP.
