Convert VOB file with AC3 2-channel audio to MPEG Layer 2 audio

Hi,
How do I convert VOB file with AC3 2-channel audio
to MPEG 2 video (.mpg) with 48,000hz, MPEG layer 2
audio?

Demux it (with DGIndex for ex.) and reencode the audio with Besweet / Belight. Also the VOB will most certainly contain MPEG2 video (unless you have MPEG1 in there) and so you dont need to reencode that. After reencoding the audio mux both of them together with Imago MPEG Muxer for ex.
