Add multiple line subtitles to dvd?

I have a question about adding subtitles to a dvd.
I want to know if it is possible to add multiple lines to dvd.
For example fansubbed anime, they contain an extra line at the top for a translation for a word that is shown in the bottom subtitle line(s). I know that these a hardsubbed.

So is it possible to do this with a dvd too?

At the end the subpictures are only bitmap with 4 colors so you can edit the bitmap and add an extra line (you can use Photoshop) at the top of the video. I dunno if there's a program that could do this by itself (generating BMP from text with more than 2 lines)
