I have 3 different vid files, 1 has no sound, is 50 meg less than the 500 meg filesize i wanted, and has had _Movie placed as an extension to the filename on the end of it, another has had _1 added to the filename, another has no filename extention but is short by about 30 seconds.
( there is also another vid file with xvid, added to the filename although that might be from an earlier attempt )

Which is the final encode ???

+ I found if i use 10 meg per minute of video i get a really nice looking encode but am i using too much meg per minute ??

The file titled Exactly_the_Same_As_Your_AVS_File.avi is your final file. If it's short, it may not have completed muxing properly. If the file with _Movie added to the filename (which will have no sound) is of the proper length, open it with VirtualDubMod, click Streams > Stream List, add the audio file and click Ok, click Video > Direct stream copy, then click File > Save and save it with a new, unique filename.

A higher bitrate will always yield a better product - whether or not it's "too much meg per minute" is entirely your decision. If you need a small filesize and want to improve quality, try reducing resolution.
