WMV to DVD Conversion Help

In converting WMV to DVD, should I expect that the quality substantially decreases, or are some programs better than others and I know there are a plethora of them so any help would be great.

There're plenty of free .WMV files out on the net, tutorial sites being one source I've personally used, so please give us a pointer to the freely available file you have.
