MEGUI confused about No Fast P Skip option

In the balloon popup it states Fast Skip detection increases speed, but may cause blockiness. I don't want blockiness and I can deal with the speed loss.
My question is that the option is NO fast P skip.
Doesn't this mean that by checking it you shut off fast P skip?
However the recomended value is disabled, which would seem to turn it on and create blockiness?

If I want better quality with no worry about speed should that be checked or not checked?

Checking it increases quality at the expense of speed, as you thought. The tooltip is the wrong way around -- it is actually describing Fast P-Skip, not No-Fast P-Skip
