I downloaded a concert dvd and it has audio synch problems--it synchs perfectly at the beginning and gradually goes out of synch towards the end. I figured out that I can demux it, stretch the audio and then remux it. Can I make a ppf patch to change the original dvd files to the fixed files so I can upload it to allow other people to fix their copies?
ps Sorry if this is the wrong forum to ask this question in.

Read the forum rules (http://forum.doom9.org/forum-rules.htm) with focus on rule 6.

Actually it is not a copyrighted video and it is a band that encourages free trading of concert footage. Plus I am not offering or asking for a download--I just want to know if a ppf patch will work in this situation. If that is still violating the forum rules, I am very sorry.

I don't think ppf will work correctly in this instance. For a start, if I remember correctly the before/after file sizes must match.
There are apps that allow the patching of different-sized files (e.g. winpatch), but because you are stretching the audio and then remuxing I'm not sure these would be appropriate either - the file size may be very large.
