Seriously, you won't get much help until you check the forum for the many threads that ask the same thing. (Did you even read the forum rules?) Start with deen, fft3dfilter, or msmooth, and go from there.

There isn't one best filter for all DVDs. Every source is different and will need a different filterchain to process it. So having no point of reference to your source we can't help you.

You will have to be much more specific than that, filters are designed to do a very wide range of things, some of which don't have a direct impact on the image. Search around for terms like denoiser, block removal, halo removal, InVerse TeleCine (IVTC) and Deinterlacing.
