Are there any freeware tools that I can use that can take (as an example) 10-15 different audio files, and amplify them so they ALL have the SAME levels without distorting the audio at all?

you mean normalizing? or same RMS level?

Well, I'm not entirely sure about that either.
In such applications like Audacity, there's an Amplify filter that can amplify to a specific dB level without clipping, and many times these audio files of mine need to be raised 14-15 dB, if not higher.
If I normalized all of my files, they would all end up having the same volume, but they'd still be really low in volume.
So I'm not sure what I need, if not a combo of both?

If they are .MP3 files, the obvious choice is MP3Gain. You can boost (normalize) a group of files as an 'album' (all levels set relative to the loudest of all of them) or 'track' (gain adjusted on each file seperately). Freeware, Google it.
