Is there a format I can encode a 25Mbps MPEG2/AC3 stream to (rather quickly) that will make the file smaller and not reduce the quality of a 1200kb/s XviD that it was to be finally encoded to?

Technically the answer is no - the only way not to loose quality is to use lossless encoding, and this will take more than 25mbps.

You could try loosing "not much" though.
