Editing a DVD for content

what programs are out there that will let me edit a DVD for content? (i.e. language and sexual content)
I have used several programs that come close to what I'm trying to do, but not close enough. I'm trying to edit out parts in my movies for language and what not while still keeping the DVD quality and sound aspect there. any suggestions?
