You can use any audio codec for encoding speech,
since recoreded speech is also an audio signal.
However, there are codecs dedicated to speech,
since this is a special kind of signal.
Using speech-dedicated codecs allows you to achieve a good quality of speech with low bitrates (general audio codecs usually require higher bitrates than speech-dedicated ones, to produce a good quality speech).
For example, VoIP appz use special speech codecs, because
for their purpose it is important to 'shrink' the signal as much as possible. And since they are not meant (usually) for music, they can use the dedicated codecs.
Please dig in google 'speech codecs', 'speech compression',
or 'VoIP codecs'
to find out more.
