I converted the PAL video from 25fps to 23.976 and did a 2:3 pulldown to make it 29.97 NTSC. I can't figure out how to make the source audio sync with the converted NTSC file.

What is the format of the converted file?

I'm sorry, I don't understand. If you have two separate video and audio streams and have not multiplexed them, how do you know they're out of synch?
If you have multiplexed them, have you created an MPEG file, an .AVI file (DivX-compressed or otherwise), or some other format?

Yes, I multiplexed them to an mpeg2 system file and discovered the a/v sync problem. So I de-multiplexed them to try to manipulate the audio file. I tried using besweet/belight to change the mp2 audio file from 25 to 29 fps compatible and it didn't solve the a/v sync problem. I am using and an mpeg editor to check a/v sync before I multiplex the files again.

Hello,
did you try a conversion from 25 to 23.976?
IIRC this is should be the correct solution, not 25 to 29.

Hello,
Yes, converting from 25 to 23.976 worked. Oddly the file was converted at 41000hz instead of 48000hz even though I selected 48000hz? Although I did fix this by running the file through belight again. Thank you Dr.
