Is this the recommended method for loading .MOV streams with Avisynth? If so, has the "600fps" bug been worked out? If not, is there any method aside from TMPG (which AFAIK doesn't work correctly) or RadTools?

Give this a shot, if you have quicktime 7; it's less buggy than the other options. :p
