Very bad Video Result on anime

From the image above you can see that I'm have some problems here. I've used a wide range of different filters to remove this.

Undot()
hqdn3d(1.5,3,2.25)
FluxSmoothST(8,12)
LimitedSharpen()

is basicly what I'm using, I'm stumped as to why i can't remove it. The only time it shows up is on motion shots like this. I thought maybe some motion compression would work yet. I haven't found anything to work yet. A little help in the right direction would be cool.

This is usually what happens when you compress an almost full dvd-9 to fit on a dvd-5. I assume that this is what you where doing. The anime makes the video quality loss more evident than actual filmed footage.

Is that clip source or filtered? If it's already filtered then that might explain some of the artifacts; the face looks like the victim of an edge-masked cleanup gone terribly wrong. (I see stuff like it happen when FixBlendIVTC mispredicts a blend.) If it's source then I feel

Toss a very strong deblock or funkydeblock, plus tbilateral or mipsmooth, maybe fluxsmooth again, and vmtoon at it (vmtoon both cleans and sharpens, great alternative to limitedsharpen for anime). That might help it look presentable in fast-action scenes.

this is a clip from the filtered source, i'm a penny penchier and don't like buying alot of dvdr's just to make my backups, though i can see what your saying. I've tried all types of blending i either get worse or not even enough to consider using. Odd how the blending craps out on this source. I'll post a before image to help matters
