Ntsc dvd to pal dvd

Is it possible to convert a ntsc (29.976 fps) dvd to a pal dvd-r with dvdsvcd or with cinema craft encoder only? When I'm loading my ifo file I can't check ntsc to pal.

Yes it is.
If you can't check NTSC2PAL, you probably have "use source audio" checked in the audio tab.

Since NTSC2PAL conversion involves a change of framerate, the audio has to be speeded up or slowed down to match. Thus source audio cannot be used - conversion needs to be performed.

However, since all DVD2SVCD will do is slow the video down to PAL framerate, 29.97 sources come out pretty bad. NTSC2PAL works well from 23.976 NTSC-Film sources but not so well from 29.97
