I've been encoding (2-pass, Simple@L5, default settings, no Adaptive Quantization) VOBs (via d2v files resized 720x480 to 512x384) with XviD 1.03 (12.24.2004) for the last month and I've had no problems hitting my target bitrate.
Yesterday, I started having problems with a few different clips and the bitrate was falling up to 25% short. I made about 25 test samples with the same problem. (I'd choose a target bitrate = 1500 and the output clip would have a bitrate <=1300.)
I thought upgrading to Xvid 1.1 (using same parameters as above) would help but it does the same thing. Any suggestions?
(In addition, I uninstalled and reinstalled XviD 1.1 and it wiped out all the codecs on my PC.)
