Help: How2 Remove duped frame

I'm asking for help because this is not in my experience.

I downloaded a file from Google "LooseChange2ndEditio.gvp" from here:

The file is 480x270 (16:9), DivX (converting to Huffy is done). I've upsized it to 720, and added borders to keep 16:9.

Main problem: how to accurately remove the duped frames as the file is NTSC 29.97 progressive with a duped frame (fourth frame is duped).

Aren't you forgetting about rules 6 and 15?

People are free (and even encouraged by the author) to distribute LC2E (LooseChange2ndEditio.gvp). It says so at the end of the movie. I wonder what your opinion is about that movie :)
