Automated PAL to NTSC conversion can be a bit tricky to accomplish. Either the user or the program needs to know whether the source is progressive or interlaced - and the existing flags cannot be used to determine this because most PAL releases are flagged as interlaced regardless of what the truth is.
With progressive PAL material the process is quite simple, just encode at an NTSC resolution and use DGPulldown to do a 25fps->29.97fps pulldown. The original audio tracks can be used.
With truly interlaced PAL material, it's a bit more complicated and there are several methods that can be used. The original audio tracks cannot be used, fortunately there are now working freeware options for AC3 encoding such as Aften.
There is a script function that can be used to analyze the video and determine what it really is but I don't know how accurate it is and if it can be used safely in an automated process.
