ok, so the status is such that i managed to remove the lil fan on the chipset, my replacement will be a passive block (Zalman ZM-NB47J), now the question:
i managed to remove most of the old thermal paste on the core, around that core there is bumpy-surface-paper-like-material (mica?) that still holds a lot of the old paste, must i remove that paste somehow? should i replace the entire mica thingy?
tnx for any clues.

Thermal pad and thermal paste, less efficient than paste alone. Do your best to remove it all carefully, with a razor or similar, and then sand the surface off just a bit to get it clean. Otherwise it'll struggle to stay cool enough with the extra impediments.

so what you are saying it is best to just remove the 'thermal pad' alltogether?

Pads are always less efficient than paste. Random crud left on after removing the sink is even worse, especially if it's hardened and set. I'd definitely remove it.
Also, once you're done, you might wash the surface carefully with xelene, acetone, mineral spirits, or 99% pure isopropyl alcohol (rubbing alcohol). That way heat transfer is maximized.
