Q: At what bitrate point is xvid quality transparent in cases of transcoded xvid scenes from mpeg2 PAL DVD material?

Searching has resulted in different claims across a wide range of possible bitrates. Alot of it is statements that its "close to dvd quality". This raises the question if it possible to transcode into xvid at transparent quality or not.

What is the reliable method for determining the exact minimum bitrate that scenes can be transcoded too in a transparent fashion?

Bitrate is meaningless; Quantizer is all that matters. Q2 (particularly with specialized custom matrices) is almost always visually transparent, Q1 is generally only better for metrics. A Q2 encode is what you want; whatever bitrate it gives is the "transparent" bitrate and will vary widely between sources.

Indeed. If you want a rule of thumb, XviD can reach transparency at below 40% the size of the original MPEG-2 file (sans audio, of course). Meaning, I'd try to compress 5 GBs worth of VOBs to a 2 GB XviD file.
