MPEG2 / 4-ASP and AVC allows intra blocks in pframes, as gaekwad2 said. So even without proper keyframe, you can have proper scenecuts with pframes. They'll just take more bits ( for mpeg2 & 4, for AVC, cabac should allow a reduced oversize ).

DivX3 and ASP aren't bit-exact. Different decoders will produce slightly different results, and those errors add up over time.
H.264 does not suffer from the same problem.
