I have encoded this one move several times using differnt setting and after the iso image is made, it still says that the iso is 19MB to big for the DVD, im using the cce 2.7 encoder, i have tried just about every possible settings for that encoder. i have tried using the half d1 for extras and that made it bigger. What else can i do to make it smaller?

how big is to big??
How many passes are you using?
You might set a target sector in your ini.file.
What is your bitrate measuring during encode?? it sounds as if you are using a cbr in cce as when using half d1 maks the output bigger.
I say this because one time in creating a template for cce for use w/ avi2dvd I had similar prob's.

iv tried using 1,2,3,4 passes all are to big, and my avg bitrate is about 2.2 or 2.3MBps
iv tried it suing the half d1 and without it, but how do set the target sector, which ini file and what sould i set it to?
im only having this problem with this one movie

in that case try re-ripping using dvdfabdecrypter or psl2 wizard!
and see if this fixes what ails you!
what movie is this?

Search for TARGETSECTORS in this forum.
Use it with caution and understand that the number needed
can change based on many factors. Trial and error is the only
true way with it.

The targetsectors setting will work, but as stated before it will come down to trial and error. I have had similar problems on a few movies and simply trying another encoder did the trick.
Maybe just try using HC. It's a damn fine encoder and works better with low bitrate stuff than CCE in my opinion.

keep your settings the same, use rb-opt and lower the target sector about 20mb (just for this one disk)

It is very unusual for images to oversize... we need to sort this out.
1. What version of DVD-RB are you using?
2. What disc are you encoding?
