Is there any way that I can encode a quicktime 7 movie trailers(from apple)
into divx or avi format. I want to retain the original quality of the trailer even after cropping it to fullscreen size in order to encode it to vcd(pal) format. Is there any codec or software that can do it ?

Wrong forum for VCD ;) You should encode directly to VCD if you want to retain the highest quality.

Seriously, try doing some search. If you install software like an "alternative quicktime" you may use avisynth with directshowsource(), if it's at all allowed to fiddle around with trailers.

A good idea is also to remux any Apple AVC files into MKV, thus enabling any player or application to decode them with ffdshow. The Quicktime player on Windows really is a horrible thing to behold.
